How to convert JPG to PDF
To convert JPG to PDF, tap Choose photos and pick your JPGs, or drag and drop them. Put them in order, tap Create PDF if you're on a phone, choose what the PDF is for (Upload forms compresses it to fit the form's limit), then tap Download PDF. The PDF is made on your device, and no photo is uploaded.
- Tap Choose photos and pick one or more JPG files. You can also drag and drop them, or paste a copied image.
- Drag the photos into the order you want. Use the ⋯ button on a photo to rotate, duplicate or delete it.
- On a phone, tap Create PDF first. Choose what the PDF is for: Upload forms, Email & chat or Printing. Upload forms lets you pick the form's limit, and the settings set the page, orientation and margin. Each photo is shown as the page it becomes.
- Tap Download PDF. Your browser saves one PDF with every photo on its own page.
Combine several JPGs into one PDF
Add your photos in one go, or a few at a time with the Add button. Each photo becomes one page, in the order you see on screen. Drag a photo to move it, or sort them by name or by date. Switch to the list view to see file names and sizes.
Use the ⋯ button on a photo to rotate it, duplicate it or delete it.
JPG to PDF under 100 KB, 200 KB or 300 KB
Many upload forms accept only small files: NSDL PAN applications take 300 KB per page, UPSC certificates 50 to 300 KB, and IBPS certificates 500 KB. Most converters keep photos at full size: in our test, ten 4 MB photos became a 38 MB PDF on four of the five sites we tried.
Choose Upload forms, pick the form's limit (100, 200, 300 or 500 KB), and the converter does the rest. It recompresses and resizes the photos, step by step, to fit the whole PDF within the limit. When it's done, the button shows the real size of the file, so you know it fits before you upload it to the form.
Convert JPG to PDF without losing quality
If you don't need a limit, choose Printing. Your JPG photos go into the PDF unchanged, at full resolution and without being compressed again.
In our test, ten JPG photos (39.8 MB) became a 39.8 MB PDF with Printing (full quality), and every photo was inside it byte for byte.
Page size, orientation and margins
A4 is the default; choose Letter for the US and Canada. Fit makes each page the size of its photo; with Margin set to None, there's no white border.
Orientation is set to Auto, so a landscape photo gets a landscape page and a portrait photo gets a portrait page. Choose Portrait or Landscape to use one orientation for every page; with Fit, the page always follows the photo's shape. Photos are never cropped or stretched: they are scaled to fit the page and centered, so A4 or Letter can leave white space when the photo has another shape. Margin adds a small or big white border around each photo.
Your photos never leave your device
Every converter we tested from Google's first results uploads each photo to its servers, converts it there, and sends the PDF back. On an emulated phone, the slowest took almost three minutes to return the PDF for ten photos (40 MB).
This converter works differently. The PDF is built by code running in your browser, on your phone or computer, and your photos are never sent anywhere.
In our test, converting ten photos sent no request carrying any file data; the only network traffic was the page itself loading.
Questions
How do I convert JPG to PDF on my phone?
Open ZeroUploads' JPG to PDF converter in your phone's browser, tap Choose photos, pick your photos (or tap Camera to take one), then tap Create PDF and Download PDF. There's no app to install.
How do I convert JPG to PDF on a laptop?

How do I make a JPG to PDF under 200 KB?
Choose Upload forms, set its limit to 200 KB, and download. It recompresses and resizes the photos to try to fit the whole PDF within the limit. The button shows the final size; if it is still too large, a message asks for fewer photos or a bigger limit. In our test, 1, 5 and 10 photos came out at 184 KB, 165 KB and 138 KB.
How do I combine multiple JPGs into one PDF?
Choose or drop all the photos at once, put them in order, and download the PDF. Each photo becomes one page of the same PDF.
Is this JPG to PDF converter free?
Yes. It's free with no sign-up and no watermark.
Does converting JPG to PDF reduce quality?
Not with Printing (full quality) selected. Your JPG files are placed in the PDF unchanged, at full resolution. Quality only drops when you pick a size limit such as 200 KB, because the photos have to be compressed to fit.
Are my photos uploaded to a server?
No. The PDF is made in your browser, on your own device, and your photos are never sent over the internet.
Is a JPG a PDF file?
No. JPG is an image format for a single photo; PDF is a document format that can hold many pages. This converter puts each JPG on its own PDF page.
